Challenging Use of Your Taxes to Fund Abortion

Erin Mersino, Senior Counselor and Chief of Supreme Court Practice at the Great Lakes Justice Center, submitted an official comment challenging use of taxpayer dollars to fund abortion.  Mersino filed the official comment with the U.S. Department of Health and Human Services in connection with proposed executive action under Title X of the U.S. Code.

Congress’ original intent in passing Title X was that funds be used, not for killing unwanted pre-born children, but “only to support preventative family planning services, population research, infertility services and other related medical, information, and educational activities.”  The Justice Center’s Comment shows how, in the text of Title X itself, Congress expressly and categorically excluded funding for abortion. Indeed, section 1008 of Title X declares, “[n]one of the funds appropriated under this title shall be used in programs where abortion is a method of family planning.”
